Likely causes
Store cache, AppX deployment, State Repository, license services, BITS, Windows Update, Delivery Optimization, queue state, account mismatch, proxy/TLS, disk or folder permissions, and organization policy are common layers.
Safe manual checks
- Open Store Library and select Get updates.
- Confirm Store and Xbox app use the same intended account.
- Check free space and the target drive.
- Restart Windows, then retry one small Store app.
- On managed PCs, confirm Store access is permitted by policy.
